Rinse the rice under cold water until water runs clear, then drain well.
In a large saucepan, melt 2 tbsp butter over medium heat. Add minced garlic and sauté until fragrant and lightly golden (about 1–2 minutes).
Add the rice and stir to coat with garlic butter for 1–2 minutes.
Pour in chicken broth, add salt and pepper, then bring to a boil. Lower the heat, cover, and simmer for 15 minutes (or until rice is tender and liquid absorbed).
Turn off heat. Stir in the remaining 2 tbsp butter. Cover again and let rest for 5 minutes.
Fluff with a fork, sprinkle with fresh parsley, and serve warm.
