Pat the chickpeas dry with a clean towel to remove excess moisture.
In a medium bowl, mash the chickpeas with a fork until mostly broken down but still slightly chunky.
Add the cooked quinoa, ground flaxseed, hemp seeds, chopped red bell pepper, red onion, and parsley to the bowl and mix well.
In a small bowl, whisk together the olive oil, lemon juice, tamari, garlic powder, smoked paprika, salt, and black pepper.
Pour the dressing over the quinoa and chickpea mixture and stir until everything is evenly coated and starts to hold together. Let the mixture rest for 5 minutes so the flax can absorb moisture and help bind.
Lay one nori sheet shiny side down on a cutting board. Spoon half of the mixture along one short edge of the nori in a compact log, leaving a small border at the sides.
Roll the nori tightly around the filling, using a little water on the edge to seal the roll. Repeat with the second nori sheet and remaining filling.
Use a sharp knife to slice each roll into bite-size pieces. Serve immediately, or refrigerate in an airtight container for up to 24 hours.
