Mince garlic and shallot.
Season shrimp with salt, pepper, onion powder, garlic powder, oregano, smoked paprika, and red pepper flakes.
Melt butter in a pan and cook shrimp until pink.
Remove shrimp and set aside.
In the same pan, add minced garlic and shallot, cook until fragrant.
Add heavy cream and bring to a simmer.
Stir in Parmesan cheese until melted and smooth.
Return shrimp to the pan and combine with sauce.
Serve over pasta and garnish with parsley.
