In a small bowl, whisk soy sauce, oyster sauce, hoisin, brown sugar, sesame oil, cornstarch, and broth. Set aside.

Heat 1 tbsp oil in a large skillet or wok over high heat.

Add beef in a single layer and sear 2–3 minutes until browned. Remove and set aside.

Add remaining oil to the pan. Stir-fry peppers and onion for 3–4 minutes until crisp-tender.

Add garlic and cook 30 seconds until fragrant.

Return beef to the skillet and pour in the sauce.
